Qualifications

The KCATA is currently seeking customer oriented candidates who have a HS diploma/GED and at least 2 years of stable work history. Must have a valid Driver’s License, and an excellent driving record, which includes no more than 2 points within the past 5 years.  Must be able to obtain a Class B Commercial Drivers’ License with Passenger/Airbrake Endorsements, and pass the required drug screen/pre-employment physical exam to receive DOT certificate. Must be at least 21 years of age and capable of learning how to operate a passenger vehicle.  Excellent interpersonal and customer service skills are mandatory. This position requires prospective Operators to be available for a 6-week paid training course. The training schedule is non-negotiable.

 

Compensation

Hourly pay rate of $14.49 per hour during training.

Fleet Maintenance Manager

Under directions, the Fleet Maintenance Manager is responsible for planning, organizing, managing, developing, optimizing and coordinating the resources dedicated to maintenance and repair of Agency vehicles and equipment to assure availability to meet Agency needs. This position requires performing tasks in many of the following areas: vehicle and equipment maintenance, project development, oversight and management of personnel, information tracking and reporting, and field safety and accident investigation. The manager of Fleet Maintenance will serve as the acting Senior Manager of Fleet Maintenance in his/her absence as requested.

The Manager of Fleet Maintenance will work in a normal office environment under florescent lighting, on the shop floors, and throughout the Authority's properties.  The individual must have eye, hand, and finger dexterity for use in reading a computer screen, the operation of a computer terminal and communication by telephone, The individual must be physically active and able to move throughout the facility and on the road as needed during all types of weather conditions. At times the Manager will work in a closed shop environment with diesel fumes and smoke. The Manager will be on 24-hour call and may be required to work abnormal hours.  This position requires the employee to be available during holidays, weekends, and evenings; during accidents, emergencies, snow storms, extreme heat, and other weather related conditions to supervise and provide support to other departments, customers, employees, and law enforcement as needed during these times.

 

Qualifications

Bachelor’s Degree in Business Administration, Public/Transit Administration or a related field and 5 years of increasingly responsible senior level experience in transportation maintenance, including 3 years of supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. The successful candidate should have an extensive knowledge in the maintenance of CNG vehicles and must possess and/or be able to obtain a Missouri Class A Commercial Driver’s License (CDL) with a passenger endorsement.

1. Ensures supervisory and technical support staffs have skills to plan, organize, supervise, facilitate and coordinate the day to day activities for maintenance, repair and servicing of Agency buses, vans and support vehicles to include all mechanical components, interiors and exteriors.

2. Establishes, maintains and incorporates preventative maintenance activities into daily maintenance and repair schedules.

3. Understand local, State and Federal laws, codes and regulations related to hazardous waste, emission standards and workplace safety.

4. Ensure compliance with health and safety related programs and other initiates supporting the organizational priorities involving a commitment safety.

5. Builds and mentors strong collaborative teamwork with and amongst assigned personnel. Trains, mentors, evaluate, selects, counsels and disciplines employees as appropriate; provides technical expertise and leadership. Assists employees with personal and performance problems; resolves grievance at the earliest possible stage and represents the department at hearings and arbitrations as requested. Testifies at unemployment and workers compensation hearings and court cases.

6. Meets with vendors regarding selection and/or purchase of equipment and supplies needed to perform assigned duties; evaluates employee procedure and equipment concerns; determines the necessity for procedural changes or equipment purchases.

7. Assures best practices and processes are in place for managing purchase requisitions, preventative maintenance systems and innovations.

8. Oversees vehicle maintenance by monitoring daily road call reports for trends and/or repeat defects, working with supervisory staff to ensure specific department goals are met, working to ensure mechanics receive appropriate training, reviewing maintenance reports, meeting with staff to discuss maintenance issues and develop solutions.

9. Tracks and reports information by reviewing and/or analyzing daily work flow, and daily road calls.

10. Supervises and evaluates the performance of department personnel; recruits, hires, trains, counsel’s management staff; disciplines and terminates personnel as necessary.

11. Assists with budget development and balances by working with the Senior Manager of Fleet Maintenance to create the annual department budget, reviewing monthly budget reports to ensure budget adherence and taking corrective actions when required, reviewing monthly budgets with supervisory staff, and looking for cost effective ways to maintain the fleet.

12. Provides staff oversight by planning, prioritizing, assigning, supervising, and reviewing the work of subordinate staff, participating in the selection of staff, planning and coordinating staff training, working with employees to correct deficiencies, observing, training, and guiding employees, and writing performance evaluations. 13. Assists with monitoring staff compliance with policies, rules, procedures, regulations, practices, and labor agreements. Conducts division mark-ups/Shake-ups and vacation bidding processes.

14. Ensure the division’s recruiting, hiring, promotions and employee development is in accordance with the Authority’s Affirmative Action Plan and FTA requirements.

15. Facilitate an atmosphere within the work environment that sets a tone highlighting a “ONE TEAM” oriented approach.

16. Promote a work culture that speaks towards development and nurturing of employees to ensure they become viable resources that benefits the organization.

Senior Manager of Transportation

GENERAL POSITION SUMMARY: Under direction, the Senior Manager of Transportation provides leadership for the Transportation Department, including fixed route, MetroFlex on-demand service, and express service. The successful candidate will be responsible for supervising staff, performing administrative tasks, developing and managing programs, policies, and procedures, which will ensure the effective and efficient delivery of daily public bus transportation service to all Kansas City Metropolitan citizens. The Senior Manager of Transportation will be responsible for problem solving and mediating highly conflicting, unexpected, and sensitive issues involving represented and non-represented employees, the union, and customers. Other duties include responding to, containing, and managing emergency situations. The successful candidate will represent the VP Operations/COO in his/her absence, and act as a resource base to other departments, executive management, and outside agencies.

1. In coordination with the Vice President of Operations/COO, develops and manages department budget, goals, and schedules in compliance with the agency-wide long and short-range goals; monitors and authorizes expenditures in accordance with budgetary limitations, Agency policies and sound fiscal management principles.

9. Works collaboratively with the union to resolve issues at the earliest possible stage; serves on the Agency negotiating team to negotiate labor contracts and side agreements as necessary.

10. Responds to grievances, complaints, lawsuits, and arbitrations as required; represents the department at hearings and arbitrations as requested.

11. Directs the preparation, maintenance, and distribution of records, reports, statistics, and other materials for use by Agency personnel.

12. Makes recommendations and presentations to the VP, Operations/COO, Executive Management staff and Board of Directors on matters pertaining to Bus Operations.

13. Leads the department efforts to ensure excellent customer is providing to both internal and external customers.

14. Prepares written incident reports, correspondence, bulletins and standard operating procedures.

MINIMUM REQIRED EDUCATION AND REQUIREMENTS: This position requires a BA/BS degree in Business, Public Administration, Transit Administration or a related field with a minimum of 3 years supervisory experience or in lieu of education a minimum of 5 years’ experience in a supervisory or executive capacity specifically in the area of transit management fixed route operations within a public transit agency or in any comparable public or private transit organization.

Information Systems Analyst

KCATA is seeking an Information Systems Analyst for the maintenance, support, training, and report writing for its key HR, Financial, and Procurement systems.  This includes recommendation, implementation, support, training, configuration, customization, etc. of business systems and related technologies supporting the HR, Finance, and Procurement functions.  The HR/Finance Information Systems Analyst works closely with the I.T. Qualifications

1)  At least 5 years of programming, analysis, and/or support experience in Information Technology.  Including end user support experience, hands-on technical experience, and demonstrated ability to communicate with users at all levels; and 2) Hands-on experience working with and supporting corporate Enterprise Resource Planning (ERP) software, with emphasis in HR, Finance, Procurement, and Payroll.  Experience with Lawson/Infor’s Financial Management, Human Capital Management, and Supply Chain Management preferred

Asset Management Coordinator

Labor Relations Specialist

The KCATA is seeking a Labor Relations Specialist for the planning, directing, and coordination of all labor relations activities of the Authority which includes grievance handling; arbitration preparation and/or handling; management/labor relations training; collective bargain negotiations; analyzing, interpreting, drafting, and implementing the collective bargaining agreement and memorandums of understanding; and advising management and union officials in the development, application, and interpretation of labor relations policies, practices and laws.  The Labor Relations Manager will serve as the Chief Executive Officer’s designated lead representative during third step grievances and arbitration hearings.

 

Qualifications

The Labor Relations Specialist must have at minimum a bachelor's degree in Business Administration, Human Resource Development, Organizational Development, Employment Law or a closely related field plus 3 years’ direct experience in union contract negotiations, processing grievances and arbitration cases.  Specific training or credentials in labor negotiations/relations is preferred.  Must have experience applying a variety of labor relation concepts, practices, and procedures. The successful candidate must have multifaceted skills and be equipped to work with all levels of management as well as with the Authority’s hourly union workforce in a fast paced, deadline driven environment.  Experience in transportation preferred but not required.

The Kansas City Area Transportation Authority (KCATA) is seeking a Senior Planning Manager to oversee the region’s transit planning and special services activities.
