IV. Organizational Development – become an employer of choice in the region, by focusing on employee recruitment, development and retainment. Establish an organizational structure that supports service delivery, efficiency and effectiveness while encouraging personal and professional growth.

V. Capital Improvements – replace and improve existing facilities and equipment to improve operating efficiency and service performance.

VI. Regional Leadership – fulfill regional mandate as defined in KCATA’s bi-state compact.
